Uganda and South Africa Engage in Ongoing Talks to Waive Visa Restrictions

As of January 10, 2024, negotiations persist between Uganda and South Africa to alleviate visa restrictions, providing an update on discussions initiated in February 2013. President Museveni, in March of the previous year, assured Ugandan investors of South Africa’s commitment to resolving the visa issue, emphasizing the necessity of multiple entry visas for seamless business transactions.

Mr. Paul Amoru, the High Commissioner of Uganda to South Africa, confirmed the continuous implementation of the roadmap for visa waivers for ordinary passport holders. Despite the extended duration of the process, Amoru explained that negotiations involve intricate factors such as legal frameworks, administrative processes, and bilateral priorities. He acknowledged the challenges faced by Ugandans in acquiring South African visas, including lengthy procedures, documentation requirements, and processing times.

While Kenya and Tanzania currently enjoy visa-free travel to South Africa, Amoru emphasized that each country’s visa agreement is unique, and it is not suitable to draw comparisons. However, he highlighted that Uganda and South Africa already implement visa waivers for diplomatic and official passport holders, expressing optimism about the positive impact the ongoing negotiations will have on both economies.

The High Commissioner did not specify a timeline for the conclusion of the negotiation process but envisioned that visa-free travel would boost commercial and tourism activities, fostering people-to-people exchanges and facilitating smoother business interactions. Amoru aligned this initiative with broader efforts to promote the Africa Continental Free Trade Area and economic cooperation, referencing various agreements, memoranda of understanding, and high-level engagements between Uganda and South Africa.

Recounting key events, including President Museveni’s State Visit to South Africa in February 2023 and successful trade summits in both countries, Amoru emphasized the comprehensive nature of the partnership between Uganda and South Africa. The memorandum of understanding signed further solidified their collaborative efforts.

President Museveni’s earlier commitment in March, addressing concerns raised by investors, reflected the importance of removing tedious visa processes to encourage unrestricted travel between the two countries. Notably, countries like South Sudan and the Democratic Republic of Congo have already scrapped visa restrictions to enhance regional trade.
