Ibanda Residents Protest Illegal Charges for National IDs, Leaders Warn Against Paying for Free Service

IBANDA, Uganda — Residents in Ibanda District have raised alarm over alleged illegal charges imposed during the processing of national identity cards, prompting district leaders to caution the public against paying for a service that is officially free.

The concerns, which have been building within communities, were recently brought before the Ibanda District Council, where officials urged citizens to report any cases of extortion and resist making unauthorized payments.

District Vice Chairperson Elias Tumubweine said complaints from residents indicate that some individuals seeking national IDs are being asked to pay between Shs10,000 and Shs20,000 to speed up the process.

“The issuance of national identity cards is a free government service, and we strongly advise residents not to pay any money to access it,” Tumubweine said. “Such practices undermine government efforts to ensure equal access to essential services.”

Council Speaker Godwin Muhumuza Oulanya echoed the concern, calling on security agencies to investigate the matter and protect citizens from exploitation.

“These reports are deeply concerning because they affect ordinary citizens who rely on these services,” Oulanya noted. “We expect authorities to take decisive action and ensure accountability where necessary.”

Local leaders emphasized that public awareness is critical in curbing such practices, urging residents to report any suspected misconduct to relevant authorities.

Meanwhile, Ibanda NIRA Registration Officer Fred Abaho said his office has yet to receive formal complaints but acknowledged the seriousness of the allegations. He warned staff against engaging in any form of corruption.

“There is no justification for charging the public for national IDs,” Abaho said. “If such acts are happening, they must stop immediately.”

As pressure mounts, authorities are expected to intensify monitoring and follow up on the allegations to ensure transparency and restore public confidence in the service.
